Governance

The new Metis Child and Family Services system incorporates four levels of governance: the Manitoba Metis Federation, the Metis Child and Family Services Authority Board, the Michif Child and Family Services Agency and Metis Child, Family and Community Services Agency Boards and the Regional Leadership Training Program.

Manitoba Metis Federation

The Manitoba Metis Federation is the governing body formally recognized as the voice of the Metis, Inuit and Non-Status people in the Province of Manitoba. The President and Board of Directors are elected and mandated to represent the interests of the people, families and communities that make up the Metis Nation within Manitoba.

As part of this mandate, the Manitoba Metis Federation has been instrumental in creating the Metis Child and Family Services Authority. In its ongoing relationship with the Authority, the Federation will be responsible for the appointment and maintenance of the Authority's Board of Directors. As the conduit for accountability to the Metis public, the Federation requires the Authority to report on its activities annually. Accordingly, the Authority Board is expected to represent the local interests of the people and communities in the delivery of child and family services.

Metis Child and Family Services Authority Board

The Authority Board is appointed, renewed and replaced by the Board of Directors of the Manitoba Metis Federation. The Authority Board has established the Authority as a corporate entity and provides strategic direction for Authority operations. The Authority Board has hired a Chief Executive Officer who attends all Authority Board meetings and who is responsible for the day-to-day administration of Authority operations.

Metis Child and Family Services Agency Boards

Metis Child, Family and Community Services Agency

The Metis Child, Family and Community Services Agency Board consists of eight members, who are appointed through the Regional Leadership Training Program. The Agency Board provides overall strategic direction and makes recommendations to the Agency in the areas of administration and services on behalf of the communities served. The Agency Board hires an Executive Director, who attends all Agency Board meetings, and is responsible for the day-to-day administration of Agency operations.

Michif Child and Family Services Agency

The Michif Child and Family Services Agency Board consists of six members, who are appointed through the Regional Leadership Training Program. The Agency Board provides overall strategic direction and makes recommendations to the Agency in the areas of administration and services on behalf of the communities served. The Agency Board hires an Executive Director, who attends all Agency Board meetings, and is responsible for the day-to-day administration of Agency operations.

Regional Leadership Training Program

Supported by the MCFS Authority, the Regional Leadership Training Program (RLTP) facilitates recruitment, orientation, and training for all new board members. Regular sessions are available across Manitoba, allowing each region to designate two members for representation on the agency boards. By providing insight into the child and family services system in Manitoba, as well as the roles and responsibilities of the board, RLTP ensures effective community governance at all levels.
